When are tax bills sent out?
Tax bills are mailed out in June of each year.
When are taxes due?

What period does my tax bill cover?
City of Steinbach tax bills cover the calendar year (January 1 - December 31).
When is the deadline to apply for TIPP?
The deadline to sign up for the Tax Installment Payment Program is December 15 of the previous year (i.e. sign up by December 15, 2011 for the year 2012).
What is the penalty for paying taxes after the deadline?
1% per month is the penalty for paying late.
Are there any service charges to be on TIPP?
No, there are no service charges to be on this program.
If I sell my property & pay my property taxes through TIPP, what do I need to do?
The City requires notification to cancel your TIPP payments. You can call 346-6531 or e-mail taxes@steinbach.ca to notify the City that you have sold your property and wish to stop payments.
Can I pay my property taxes online?
Yes, you can pay your property taxes online through your bank's website. You will have to add the City of Steinbach as a payee. When you search “Steinbach”, there are usually three different account types: Taxes, Utilities, and General. Select the Taxes option, and you will be asked to enter your account / roll number. Enter the roll number with all the numbers, except for the 451 and do not enter the decimal (i.e. enter 0009999000 for roll no. 451 0009999.000).
I am trying to pay my property taxes online but the account / roll number is not working?
When paying your property taxes online, your roll number is your account number. Enter the roll number with all the numbers, except for the 451 and do not enter the decimal (i.e. enter 0009999000 for roll no. 451 0009999.000).
Does the City accept post-dated cheques or credit cards for payment of property taxes?
The City will accept post-dated cheques, however receipts will not be mailed. A receipt can be re-printed upon request and picked up at City Hall. Please note that cheques must be dated appropriately to avoid penalties. The City does not accept credit cards for payment of property taxes.
I recently built a new home and have not received a property tax bill. When can I expect a bill?
New homes are typically sent a supplementary tax bill. Supplementary tax bills are mailed out the first of week of October and due the last business day in December. Depending on the completion date of your home and/or if the home has been assessed, you may receive a tax bill for both the previous and current years.
How do I change my name on my property tax bill?
If you would like to change your name or mailing address on your tax bill or assessment notice, please forward the information to the City of Steinbach. Please note, the actual registered name will not change until the title to the property is changed at the Winnipeg Land Titles Office (WLTO).

I recently purchased my home and never received a property tax bill. Am I responsible for the property taxes?
New property owners are responsible for payment of property taxes whether or not they received a notice. Any property owner who does not receive a tax statement should contact the City Tax Clerk by calling 346-6531 or by emailing taxes@steinbach.ca. Failure to receive a tax notice is not sufficient reason for late payment or non-payment; penalties will be applied.
I am paying for my property taxes through my mortgage. How do I know that my bank / mortgage company received notification of the amount owing?
If your property tax account shows a recorded interest amount from your bank / mortgage company, they received the amount owing in July.
Where do I apply for a business licence?

Where can I get a dog licence?
Dog licences can be applied for at Steinbach City Hall, 225 Reimer Avenue.
Do I have to buy a dog licence?
Yes. As per the City of Steinbach’s Animal Control By-Law, any dog older than three months that is being kept within city limits must have a City-issued licence. Licencing fees are as follows:
Male or female dog $25
Neutered male or
spayed female dog $10
Replacement tag $5
Who do I talk to about a neighbour who lets their dog do its business on my yard or a dog that barks constantly?
First step, speak with your neighbour. Respectfully, let them know how you feel and see if you can resolve the issue between yourselves. If the problem persists, report their name, description of dog, and, if possible, their home address to the Community Services Officer at 346-6561.
My pet has been impounded. How do I get it back?
If your pet is impounded, please apply to the Animal Control Officer to reclaim your pet. When applying, pet owners must provide proof of ownership and pay all outstanding penalties, fines or fees under the City’s Animal Control By-Law that apply to their animal or for breach of this By-Law. Steinbach’s Animal Control Officer can be reached at 326-3118.
How many pets am I allowed to own if I live in Steinbach?
Steinbach’s Animal Control By-Law allows up to three dogs or three cats, up to a combined maximum of four household pets, in a one- or two-family dwelling. In a multi-family dwelling, two dogs or two cats are allowed, up to a combined maximum of three household pets at any time. These limits do not apply to litters of puppies or kittens. Restrictions imposed by a landlord supercede this bylaw.

I have a septic tank. What do I need to know?
Your septic tank should be cleaned out annually by a septic hauler who holds a valid City of Steinbach business licence and be mindful of what you pour or flush down the drain. For more details, click here.
What methods of payment do you accept for utility bills?
We accept cash, cheque, debit and online payments for utility bills. For online payments, it has to be done through your bank's website. You will have to add the City of Steinbach as a payee. When you search “Steinbach”, there are usually three different account types: Taxes, Utilities, and General. Be sure to select Utilities, and you will be asked to enter your 14-digit utility account number.
Where can I drop off my resume / job application?
Applications can be dropped of at City Hall reception, 225 Reimer Avenue.
When can I submit my resume / job application?
The City only accepts resumes/applications when there is an advertised job opening.
What type of employment is available with the City?

I lost my bike. Does the City have it?
If someone comes in or calls to let the City know that their bike was lost/stolen, we check the City’s bike list. If the description given by the customer matches a bike that we have in the bike list, we escort them to see if the bike they described is in fact their bike.
If someone gives us a description that does not match any of the bikes on our list, we record the person’s name, phone number, a description of their bike, and the approximate day it was lost or stolen on a separate list. This way, if a bike is brought in at a later date matching a description on the list, the City can contact that person to come see if it is their bike.
I'm moving. What do I need to do?
The City needs to know if you move so we can change the name on the utility bill for the applicable property / properties to ensure the correct owner is receiving and paying for the correct bill. Please call 326-9877 to provide us with this information if you are moving. The property tax information should be taken care of by the lawyer involved with the sale of the property. The applicable property will be transferred into / out of your name once we receive the change from Winnipeg Land Titles. Anybody moving into a home in Steinbach is eligible to receive a recycling bin from the City. To arrange for pickup or delivery of a recycling bin, call City Hall reception at 326-9877, or the Steinbach Landfill at 346-6507. Garbage/recycling pick-up schedules are available at City Hall, various grocery stores around town, and online.

I've booked a rental at one of Steinbach’s parks. What happens now?
After you book a park or picnic shelter rental, you will receive a copy of the rental agreement by mail or e-mail. Bring the copy of the agreement with you on the day of your rental as proof of booking in case another group is using the facility when you arrive. A list of all official bookings is also posted in the picnic shelter at A.D. Penner Park and in the gazebo at K.R. Barkman Park.

Why are spectators asked to pay $4.00 when there is a designated spectator area?
According to the Public Health Act, pool spectators are still considered to be in the care of the lifeguards. Therefore, they must be counted in the facility’s maximum capacity.
Why do non-residents have to pay $25.00 extra per child for swimming lessons?
The Steinbach Aquatic Centre operates as a taxpayer subsidized facility. A portion of every City of Steinbach property owner’s taxes are used to fund the operation of the Aquatic Centre. This allows the facility to provide high quality entertainment and water safety instruction to a large population living in the southeast Manitoba region. The additional fee to non-residents is in place so that all users pay a fair share of the operating costs of the facility. In this way, we are able to continue providing a well-run and well-maintained pool with high quality programming.
Can I bring food to the Aquatic Centre?
During the summer months, when our outdoor pool is open, food is allowed into the facility if it is brought to the back patio area outdoors. There is very limited space available in the lobby so those tables are reserved for spectators or those wishing to have a small snack. Please do not bring any glass or cooking appliances into the facility.
How old do children need to be to start swimming lessons?
We have swimming lessons available for a wide variety of ages, starting at 4 months old where they participate with a caregiver, all the way up to adult lessons.
Why do I have to shower before going into the pool?
Visitors are asked to shower before entering the pool in an effort to limit the amount of shampoo, hair and skin care products that enter the water. By keeping these products out of the pool, it helps to maintain better water and air quality in the facility.
Why do my children that are 7 and under have to be within arms reach if they are good swimmers?
It is not about your child’s ability to swim but about his or her safety while at the Aquatic Centre. If your child can demonstrate his or her swimming ability to the deck supervisor, there may be some flexibility given, however, this is up to the discretion of the deck supervisor.
Why do 8 & 9 year olds get a blue wristband?
Eight and nine year olds receive a blue wristband to show the lifeguards that they are old enough that they do not need an adult within arms reach in the water. The wristbands help the lifeguards to identify the older children when they are in the water.
How do I use the lockers and how much do they cost?
The lockers take one quarter to use. You place the quarter in the slot on the inside of the locker door, close the door, turn and remove the key to lock the locker. The lockers do not return the quarters so you will need another quarter each time you need to open and re-lock your locker.
Why is cotton clothing not allowed in the water?
Cotton sheds considerable amounts of lint which then clogs the pool filters. Also, any laundry detergent left in the cotton comes off in the pool, reacting with the available chlorine.
If I pay the public swim fee, can I come back later in the day for another public swim time?
No. Paying the public swim fees allows for participation in one public swim time. Once you leave the facility, you must pay again to re-enter.
How old do children have to be to not have an adult supervising during public swim time?
Children must be 12 years old to be at the facility on their own. Anyone 11 and under must have someone age 14 or older in the facility to supervise them while they are here.
I live in Steinbach and pay taxes. Why do I have to pay a tipping fee at the Landfill?
The garbage tax covered in Property taxes is for curbside pick-up only. Levies implemented by the Provincial Government such as the Waste Reduction and Recycling Support Levy, are not covered in your taxes.
Can I bring my recycling to the Landfill?
The Steinbach Landfill currently accepts all household recycling, such as plastic containers, paper, aluminum cans, glass and cardboard. We also accept metal, propane tanks, batteries and tires at the Landfill FREE OF CHARGE.
Can I bring my yard waste to the Landfill?
We accept grass clippings, garden waste (except corn plants) and leaves at the landfill FREE OF CHARGE. We add these items to a compost pile at the Landfill and once a year (usually late spring) we offer free compost to the public. Branches are not accepted in the compost pile as it takes too long to break down.
Why is there a minimum charge for garbage now?
Effective January 2010, the provincial government implemented a Waste Reduction and Recycling Support (WRARS) Levy on all loads entering any landfills in the province.
Can I bring my used oil or antifreeze to the Landfill?
Yes, the Steinbach Landfill accepts used oil, up to 250 litres per visit. Antifreeze is also accepted. Please check-in at the scale building before proceeding to the Eco-Centre.
Can I bring my hazardous waste to the Landfill?
No, hazardous waste is not currently accepted at the Landfill. The City holds an annual Household Hazardous Waste Day (usually mid-May) where you can dispose of any hazardous waste you may have. Hazardous waste includes any type of paint, chemicals, fertilizers, prescription medication, etc.
I don’t live in Steinbach. Can I still bring my garbage there?
Yes, the Steinbach Landfill facility accepts garbage from the municipalities surrounding Steinbach.
Where do I bring my e-waste (electronic waste such as computers, tv’s, microwaves, old land-line telephones, etc.)?
E-waste is accepted at Eastman Recycling Services, located at 60 Industrial Road in Steinbach’s Industrial Park. Hours of operation are Monday to Friday from 8 am to 4 pm.
Where do I dispose of alkaline and rechargeable batteries?
All alkaline batteries, rechargeable batteries including power tool batteries, as well as old cell phones can be disposed of through the “Call 2 Recycle” Federal Government program. Disposal boxes for these batteries are located at the Landfill Scale Office, City Hall, and Jake Epp Library.
